남북한 경제협력 활성화를 위한 북한 근로자 인적자원 개발 방안

Abstract

본 연구의 목적은 남북한간 경제협력의 활성을 위한 북한 근로자 인적자원을 개발하는데 현 상황에서 우리가 기여할 수 있는 방안을 모색하는데 있다. 연구 목적을 좀더 구체적으로 제시하면 다음과 같다. 첫째, 남북한 경제협력의 배경과 현재의 상황 및 앞으로 전개될 경제협력의 활성화를 예측하여 인력수급 차원의 정책적 대처 필요에 대한 논리적 근거를 제시하고자 한다. 둘째, 장기적으로 북한 근로자 인적자원을 개발하고, 단기적으로 북한 진출 기업에 대한 북한 인적자원개발 방향을 제시하고자 한다. 셋째, 북한 진출 기업 및 진출 예정 기업의 실태와 이들 기업이 필요로 하는 북한 근로자들의 기능 및 기술 수준과 분야, 활용 방안, 정책적 지원 사항 등 북한 인적자원에 대한 기업의 전반적인 수요를 파악하여 이를 지원할 수 있는 방안을 개발하고자 한다. 넷째, 북한 근로자 인적자원을 개발할 수 있는 장·단기적 방안을 마련하여 정부의 정책적 시사점을 도출·활용할 목적과 또한 민간기업의 적극적인 참여를 유도하기 위함이다.

To promote and enhance South and North Korean economic cooperation and to secure future unified national competitiveness, human resources development strategies and specific action plans for North Korean workers need stu dy and preparation . The purpose of this stu dy is to seek ways to contribute to the development of current North Korean human resources for the promotion of inter-Korean economic cooperation . However, as a productive stu dy, limitations exist due to the lack of detailed up-to-date information and materials on human resource development and on North Korea. Furthermore, as it is difficult to predict inter-Korean relationship flux, the feasibility of recommen dations presented in this study follow suit. Notably, every time the government changes in South Korea, policies from the North also tend to change, affecting human resource exchange and cooperation projects between the two to a great extent. And, inter-Korean economic cooperation is closely tied to South Korean economic conditions and business strategies.
