기업 조직의 인적자원개발 투입에 따른 효율성 향상 평가

Abstract

본 연구는 교육훈련의 근본적인 목적이 조직의 수행 향상에 있음을 인식하고 조직 효율성 측면에서 개별 기업에 대한 수행 향상 정도를 확인할 수 있는 평가방법을 제시하고자 하였다. 이를 위해서는 자료포락기법을 통하여 인적자원개발을 위한 투입-산출 대비 효율성 점수를 확인한 뒤, 시점별 성과비교를 통하여 효율성 향상 정도를 확인하였으며, 성과 향상 정도에 유의미한 영향력을 갖는 투입변인을 파악하기 위하여 회귀분석을 실시하였다. 평가대상은 2007년과 2009년 인적자본 기업패널 자료에 포함된 총 246개의 기업들로, 제조업, 금융업, 서비스업으로 구분되어 분석하였다. 분석결과, 제조업 46개, 금융업 12개, 서비스업에서 14개의 기업들이 효율성의 최적선에 놓인 조직인 것으로 나타났다. 또한 2007년 대비 2009년 효율성 점수는 전체적으로 향상되었으며, 기업별 수행 향상정도에 통계적으로 유의미한 영향력을 갖는 변수로는 평가제도의 실시현황과 자체개발 교육프로그램 비율을 제시할 수 있었다.

This study was to introduce appropriate methods for evaluating performance improvement with HRD inputs and outputs for individual companies in terms of organizational efficiency. Data envelopment analysis(DEA), comparison methods, and regression analysis were used in this study, to yield efficiency scores for each company, to contrast year 2007 efficiency scores with year 2009 ones, and to identify influences of inputs on improvement in efficiency scores. The 2007 and 2009 data of Human Capital Corporate Panel survey was incorporated for this study and the data set for a total of 246 companies was divided into three business categories - manufacturing, financial business, and services. The results of DEA showed that 46 companies in manufacturing, 12 companies in financial business, and 14 companies in services were identified as best practices indicating 100% efficiency. The comparison between 2007 efficiency scores and 2009 ones showed that overall efficiency in HRD performance has been improved. Among 6 inputs, 2 input elements significantly influenced on performance improvement: the variety of evaluation systems and the portion of training program fitted for individual company.
