청년층의 노동시장 성과에 영향을 미치는 요인 : 소득계층별 첫 일자리 이행과 임금수준 비교를 중심으로

Abstract

본 연구는 한국교육고용패널조사(KEEP) 데이터를 활용하여 청년층의 노동시장 성과 수준이 고등학교 3학년 시점의 원가구 소득계층에 따라 다르게 나타나는지를 확인하였다. 첫째, 케플란-마이어 분석과 콕스의 비례 해저드모형을 이용하여 첫 일자리 이행기간(졸업 혹은 중퇴 후 미취업 탈출확률)에 영향을 미치는 요인을 분석한 결과, 소득1분위에 비해 소득4분위와 소득5분위의 첫 일자리 이행기간이 더 긴 것으로 나타났으며, 남성이 여성에 비해, 고졸에 비해 대졸인 경우, 자격증이 없는 경우, 직업훈련 경험이 없는 경우 첫 일자리 이행기간이 길었다. 둘째, 2012년 고용상태와 이직횟수에 있어서는 소득계층과 성별, 교육수준, 취업준비 노력 등에 따른 차이를 발견하기 어려웠다. 이는 청년층 일자리 이동의 복잡성을 반영하지 못 한 본 연구의 한계로 보인다. 마지막으로 헤크만 표본선택모형과 헤크만프로빗모형을 이용해 2012년 로그임금과 저임금근로 여부에 영향을 미치는 요인을 분석한 결과, 소득1분위에 비해 소득4분위와 소득5분위의 임금수준이 높고 저임금근로를 할 가능성이 낮아지는 것으로 나타났다. 이와 더불어 남성인 경우, 교육수준이 높을수록, 해외연수 경험이 있는 경우에 임금수준이 높은 것으로 확인되었다. 이러한 결과를 토대로 본 연구는 청년층의 경제적 곤란과 불안을 완화하는데 있어서 생애주기적 관점을 반영한 장기적 전략이 요구되며, 고용과, 교육, 복지를 포괄하는 통합적 정책이 확충되어야 함을 제언하였다.

This study aimed to estimate the difference of labor market achievements during young adulthood (ages about 26-27) by income class in adolescence (ages about 17-18). This study analyzed the 2004-2012 data from the Korea Education and EmploymentPanel(KEEP) using survival analysis and Heckman’s sample selection model. Main findings as follows: First, young adults who were in the highest income class have longer period of school to work transition and higher wage compare to the lowest income class. Second, young adult who had a vocational training experience or a certification had more probability to get the first job after graduated or dropped out school. Third, young adults who were graduated university or had an overseas training experience had higher wage. Based on these findings, this study suggest that young adult policies have to concentrate on welfare services for job ability of young adults who have grown up in poor families as well as improving educational attainment, and we should consider social policies support adolescents growing up in poor families in life-course view and holistic strategies.
