능력중심사회 구현을 위한 자격제도의 방향과 과제

Abstract

본 연구에서는 거시적인 차원에서 자격제도를 조망하지 못하고 그 동안 단편적으로 제시되었던 자격제도 개선 방안을 재검토하여 자격 제도 운영에 있어서 나타나는 문제점을 심층 분석함으로써 자격제도의 기본 틀을 제시하고자 하였다. 이를 통해서 국민의 평생학습과 국가인적자원 개발정책을 주도할 수 있는 자격제도 구축을 위하여 자격제도의 종합적인 개혁방안을 마련하고자 하였다.

The objective of the study is to propose strategies for improving qualification systems by analyzing current qualifications systems in Korea. This study has come up with a comprehensive plan to improve the current qualifications system. This plan will help the qualifications system to fulfill its role as an interface linking the education and training system to the labor market. The process of the research was as follows: First, demands for change in qualifications to meet rapid socio-economic changes were examined: the study identified three conceptual elements as an aim to manage and operate effectively. Second, analyzed the Basic Law on Qualifications and the management of qualification systems on the basis of the three conceptual elements were analyzed; the study identified improvement directions and tasks of qualification systems. Third, the study proposes a comprehensive national qualification framework as a strategy to improve qualification systems. The study utilized diverse methods including literature reviews, in-depth interviews, meeting with experts, and seminars.
