인적자원 지수 및 지표 개발

Abstract

본 연구의 구체적인 목적은 다음과 같다. 첫째, 인적자원개발의 개념을 인적자원개발기본법을 중심으로 정의하되, 그에 포함되어 있는 사회적 자본의 경우 세계적 흐름을 감안하여 개념 및 범위를 설정하고, 둘째, 국내외 관련지표를 분석하고 그 한계를 명료히 하며, 셋째, 국내 지표의 보완 방향 및 지수 개발 방향을 제시하는 것이다.이를 위해서 본 연구에서 수행한 연구 방법 및 절차는 다음과 같다. 우선,문헌연구를 통하여 인적자원개발, 특히 사회적 자본의 정의와 그 측정을 위한 시도 등 관련 동향을 OECD 자료를 중심으로 분석하였으며, 한국직업능력개발원의 인적자원개발지표와 IMD 국가경쟁력 지수 등을 중심으로 국내외 관련 지표 및 그 개발을 위한 연구결과를 분석하였다. 둘째, 관계부처 및 정부출연연구기관의 전문가, 그리고 인적자원의 수요처인 기업체의 실무자등을 중심으로 전문가 협의회를 개최하여 지표의 보완방향과 지수의 개발방향 등 연구 전체의 방향에 대한 협의를 하였으며, 향후 지수 개발이 시급한 영역 및 향후 연구 방향에 대해 검토하였다.

This paper attempted to define the concepts of human resource, human resource development, and of human resource development indexes and indicators. In addition, by analyzing existing indexes and indicators, this paper attempted to introduce the steps that need to be taken in order to develop adequate human resource development indexes and indicators in the future. In Chapter 1, the need for, and objectives of this research are explained in accordance with the feasibility of measuring and expanding human resources development. In Chapter 2, the concepts of human resource and human resource development are defined in accordance with the Basic Law of Human Resource Development.
