선진국의 직업교육 개선 동향과 시사점에 관한 연구

Abstract

이 연구는 이상에서 언급한 직업교육 발전 과제의 추진과 관련하여 관련 제도를 이미 실천하고 있는 주요 국가의 사례를 살펴보고, 그 결과가 우리에게 주는 시사점을 도출함을 주 목적으로 하였다. 이들 이외에도 우리 나라 직업교육의 발전을 추구하기 위해 추진되어야 할 과제는 적지 않지만 이 글에서는 우선적인 과제를 선정하여 향후 추진시 고려해야 할 주요 사안을 비교교육학적 관점에서 제시하는 일에 강조점을 두었다. 따라서 이 글은 직업교육 전반의 문제점과 그에 대한 대안을 종합적으로 논의하는 논문은 아니라는 점을 밝혀두고자 한다. 사례 분석 대상 국가로는 최근 가장 개혁적이고 성과가 높은 사례로 인정되는 영국, 제도의 다양화를 중시하는 미국, 우리의 상황과 유사한 일본을 설정하였다. 이 연구에서 설정한 연구 주제와 관련된 내용은 사례 국가별로 모두 제시하기보다는 비교 대상 국가 중에서 우리의 현실에 가장 큰 시사점을 주는 나라의 사례를 중점적으로 제시하였다. 외국의 사례가 우리에게 주는 시사점과 이에 터한 발전 과제를 기술함에 있어서는 가능한 한 직업교육기관, 산업체, 그리고 정부의 과제로 세분화시켜 구체화하려고 노력하였으며, 직업교육기관은 주로 실업계 고교와 전문대학을 주 대상으로 하였다. 이 글에서 직업교육은 학교 밖의 직업훈련과는 구별되는 개념으로 학교를 중심으로 학생들에게 제공되는 직업준비 교육이라는 제한적 의미를 갖는 용어로 활용하려고 하였지만, 주제에 따라서는 성인 대상의 직업훈련과 통합된 용어로 쓰였으며, 특히 평생학습사회에 관해 논하는 부분에서는 학교 밖에서 성인을 대상으로 실시되는 직업교육과 훈련을 총칭하는 용어로 쓰이기도 했다. 이 같은 용어의 부분적 혼용은 우리 나라에서 장소와 교육 대상에 따라 엄격하게 적용할 수 있는 용어와 개념이 정립되어 있지 않음에 기인한다.

Vocational education in Korea has been suffered from various problems. Curricula do not adequately mirror the needs of the fields. Efforts between vocational high schools and junior vocational colleges are not sufficient enough to establish the vertical linkage through which vocational curricula are closely connected according to the education level. Classroom instructions are managed mainly by textbooks and teachers and do not use new media. Various work-based learning strategies aimed at providing hands-on experience for students are not developed and utilized. Another problem is the mismatch between school curricula and the vocational qualification system. Because of insufficient linkage between two systems, the achievements of students in school are not fully recognized within the latter. On the other hand, vocational education system is facing with abundant tasks to be tackled with in meeting the needs from life-long learning society. As the era of globalization and information draws near, most of the developed countries begin to reorganize their vocational education system. Also intensification of international competition and rapid economic and technological changes makes it mandatory for the Government to reform vocational education system. The study aims at benchmarking excellent cases of reforms within vocational education system in developed countries including America, England, and Japan. Implications are focused on management of curricula emphasizing the smooth transition of students from school to work, needs of development and utilization of new media, needs of strategies for work-based learning, strengthening of linkage between school education system and vocational qualification system, and development tasks in preparing for life-long learning society.
