의사결정나무 모형 및 해자드 모형을 활용한 누리사업의 취업률 성과분석

Abstract

누리사업이 취업률에 미친 효과를 분석하기 위하여, 누리사업단과 비교집단의 취업률을 분석한 후, 의사결정나무분석과 해자드 모형을 활용하여 취업성과에 영향을 주는 요인을 분석하였다. 주요 결과는, 첫째 누리사업단의 취업률이 2004년에는 여러 집단 중에서 가장 낮은 수준을 기록했으나, 점차 상승하여 2008년에는 가장 높은 수준을 기록하였다. 따라서 누리사업에 선정된 사업단의 취업률이 빠르게 증가한 것을 알 수 있다. 둘째, 의사결정나무분석 결과를 보더라도 누리사업은 취업률을 향상시키는 데 효과적이었다는 것을 알 수 있다. 셋째, 해자드 모형 분석결과에 의하면, 취업소요기간이 점차 단축되는 모습을 보여주지 못하였다는 것을 알 수 있다. 그러나 2008년부터 시작된 금융위기의 영향을 감안하면, 취업소요기간의 단축 여부에 대해서는 단정적인 결론을 내리기 어렵다. 따라서 향후 유사 사업 기획 시에, 누리사업이 취업률을 향상시킨 요인에 대한 본 논문의 분석결과를 활용하는 것이 바람직하다.

In order to analyse the effect of the NURI project on the employment rate, this paper first reviewed the trends of the employment rates of NURI project teams and other comparable groups, and then analysed factors affecting employment rate performance. The major results were the followings: First, the gain in terms of the average employment rate of NURI teams was found to be significantly higher than those of other comparable groups. Second, decision tree analysis also confirmed that the NURI project was successful in enhancing employment rates. Third, hazard model analysis showed that the time needed to get employment did not exhibit consistent reduction. This was partly due to financial crisis began on 2008. Therefore, it is desirable that the lessons from the NURI project can be applied to any future government-funded projects.
