학자금 대출과 노동시장 이행 성과: 4년제 대학 졸업 여학생을 중심으로

Abstract

본 연구는 상당수의 대학생들이 경험하고 있는 학자금 대출을 둘러싼 효과를 실증적으로 살펴봄으로써, 향후 학자금 대출 정책을 수립·시행하는데 있어 참고자료가 되는 것을 목적으로 하고 있다. 이를 위해 본 연구에서는 한국직업능력개발원의 「한국교육고용패널조사(KEEP)」를 이용하여 4년제 대학을 졸업한 여학생을 대상으로 그들의 학자금 대출 실태를 살펴보고 학자금 대출이 노동시장 이행성과와 어떠한 관련을 갖고 있는지에 대해 실증적으로 살펴보았다. 분석결과에 따르면 4년제 대학을 졸업한 여학생의 34.6%가 학자금 대출을 받은 경험이 있었으며, 평균적으로 1.3학기에 걸쳐 학자금 대출을 받은 것으로 나타났다. 학자금 대출을 받은 경험이 있다고 응답한 학생들을 기준으로는 3.83학기 동안 학자금 대출을 받았고 학자금 대출의 평균 액수는 1,293만원에 달했다. 학자금 대출에 따른 노동시장 이행 성과 차이에 대한 분석에서는 학자금 대출경험이 있는 이들이 졸업 후 첫 직장을 빨리 구하기는 하지만 일자리의 질을 나타내는 첫 직장의 임금수준이나 직장의 전공 일치도는 상대적으로 낮은 것으로 나타났다. 아울러 이와 같은 양상은 학자금 대출 기간(학기)이나 학자금 대출 총액에 따라서도 유효한 것으로 분석되었다. 학자금 대출을 둘러싼 정치권에서의 논쟁 그리고 이에 대해 체감하고 있는 국민들의 부담감에 비해 이를 둘러싼 실증적 연구가 부족한 상황에서 본 연구는 노동시장 이행과정에서의 학자금 대출의 관련성을 다각적으로 살펴보았다는 점에서 그 의미를 찾을 수 있다.

The purpose of this study is to empirically assess the effects of student loan that many students receive while they are in college and to give a reference for making and implementing policies on student loan later. For this purpose, the representative statistical data from the Korean Education and Employment Panel (KEEP) by the Korea Research Institute for Vocational Education and Training were used to perform empirical analysis of student loan status and the effects of student loan on school-to-work transition for female university graduates. The results showed that 34.6% of the female university graduates received student loan for 1.3 terms on average. According to students who responded that they had received student loan, they had student loan for 3.83 terms and the loan amounted to 12.93 million won on average. As for the effects of student loan, the student loan recipients were quick to get the first job after graduation but their wage at the first job and the job's agreement with their major were at relatively lower levels. This study is significant in that in the scarcity of academic research, it made multilateral research on the effects of student loan on school-to-work transition, considering the political disputes over student loan and the relevant burden felt by the people.
