Given the persistence of demographic changes, which are not easily reversible in the short term, local talent policy must present strategies that can drive sustainable regional development through talent development, attraction, and retention. The concentration of population in metropolitan areas leads to labor shortages and a decline in economic vitality, which in turn weakens the competitiveness of local industries and leads to structural industrial decline. Additionally, the reduction in educational infrastructure accelerates the outflow of talent, further perpetuating a vicious cycle that undermines the long-term development potential of local communities. To fundamentally address the issue of regional extinction, specific measures related to human resource management must be explored. The direction of local talent policy should include the cultivation of high-quality talent, the provision of support at all stages of life, and the introduction of new perspectives on the movement of human resources.
