The construction industry faces the urgent dual challenges of an aging skilled workforce and declining youth participation. To address these challenges, introducing Basic Skills Training linked to the Construction Worker Skills Grade System (CW-SGS) represents a necessary and timely intervention. This training should be offered as an integrated program covering all specialty construction trades. The Basic Skills Training program is expected to build a foundation for the industry’s workforce development pipeline by improving perceptions of the industry among younger workers and providing clear career prospects, thereby facilitating entry into construction occupations and related skills development. For successful program implementation and expansion, policymakers must establish employment pathways for graduates while simultaneously developing strategies to expand CW-SGS participation through skill-grade-linked incentives.
