Comparison of Detail and Characteristic Similarities Among Talent Cultivation Projects Conducted by Major Ministries

Talent cultivation policy implications were deducted through the quantitative analysis of the detail similarity (LDA topic modeling) and characteristic similarity (characteristic coupling) of talent cultivation projects conducted by Korea’s major ministries. According to the results of the LDA-based analysis, the average similarity among the ministries was low, testifying to the segmented structure by policy area. The industry/technology (Ministry of Trade, Industry and Resources; Ministry of Science and ICT; Ministry of SMEs and Startups) and welfare/health (Ministry of Health and Welfare; Ministry of Food and Drug Safety; Korea Disease Control and Prevention Agency) groups demonstrated relatively high similarities. The overall average similarity was also found to be low in the characteristic coupling analysis. However, the similarity in the details and characteristics of the projects was somewhat high among the Ministry of Environment, Ministry of Health and Welfare, and Ministry of Food and Drug Safety. In all, the talent cultivation projects of different ministries appeared to be highly specialized by area with limited overlap, while also requiring pan-governmental cooperation and policy coordination based on the measure of similarity.
