The increase in qualitative and quantitative demand for care as a result of population aging has shed light on the importance of sustainable elderly care services and the need to improve the competency or proficiency of care-related organizations and workers. “Service mindset based on the underappreciated value of care” and “regulations focused on preventing accidents and keeping profit-making activities in check” have resulted in more uniform and rigid care services, while reducing opportunities for care-related organizations and workers to enhance their expertise and competency to provide versatile and effective care. The proficiency cultivation system must be realigned to better promote and support improvement in the competency of care-related organizations and the proficiency of workers.
