On the occasion of the 20th anniversary of the public sector implementation of the "Excellence Certification in Human Resource Development (Best HRD)" program, there is a need to systematically review its achievements to date and establish a strategy for the next phase. Analysis of the past ten years (2016–2025) of annual Program Evaluation Survey data for Best HRD-certified public sector organizations shows that overall "satisfaction" with the certification has risen steadily. In terms of "effectiveness," improvements in systems and frameworks gains in both internal and external promotional showed relatively rapid results, whereas the effects of investment in human and material resources emerged more gradually. Most "challenges" encountered during the certification process have been alleviated through increased awareness of HRD and HRM and accumulated understanding of the program; however, persistent difficulties such as staffing shortages continue to be reported. For the certification program to achieve both quantitative and qualitative advancement, the following are required: reducing the administrative burden of the certification preparation process; providing new benefits through policy linkages with other programs; elevating the social standing of the public sector Best HRD; and establishing tiered certification criteria capable of fostering growth in HRD and HRM competencies among public sector organizations.
